MY FIRST 100 DAYS IN OFFICE AS EXECUTIVE CHAIRMAN OF KAGA LOCAL GOVERNMENT AREA

On Friday, 30th January 2026, I had the honour and privilege of taking the oath of office as the Executive Chairman of Kaga Local Government Area. With deep humility, gratitude to Almighty Allah, and a strong sense of responsibility, I assumed office with a clear vision anchored on service, accountability, inclusion, security, and sustainable grassroots development. A vision driven by the desire to restore public confidence, strengthen institutions, and improve the lives of our people across every ward and community in Kaga Local Government Area.

From the very first week in office, strategic engagements, consultations, assessments, and interventions were initiated across critical sectors of the Local Government Area. Guided by our development priorities and aligned with the Borno State 25-Year Development Plan and the strategic vision of His Excellency, Prof. Babagana Umara Zulum, Executive Governor of Borno State, this administration resolved to focus on practical governance that directly impacts the lives of the people. Upon assumption of office, we also aligned our implementation strategy with the Kaga Local Government 3 years Strategic Development Plan (Kaga-SDP), which was developed prior to our administration, in order to ensure continuity, institutional stability, and sustainable grassroots development.

Within these first 100 days, measurable progress has been recorded across several sectors. These achievements represent only the beginning of a broader commitment toward rebuilding confidence in governance and ensuring that every community across Kaga Local Government Area feels the positive impact of leadership.

In just 100 days, we have moved from assessment to action, from consultations to implementation, and from promises to measurable interventions. Though much work still lies ahead, the foundation for responsive, accountable, and people-centered governance has already been laid.

WATER SUPPLY AND RURAL INFRASTRUCTURE

Access to clean and safe water remains one of the highest priorities of this administration. Following a comprehensive assessment of Government and INGO-supported boreholes across the Local Government Area:

1. A total of 87 boreholes were assessed.
2. 18 boreholes were identified as inaccessible.
3. 41 accessible boreholes were found non-functional.
4. Under Phase I intervention, 30 boreholes were targeted for immediate rehabilitation.
5. So far, 22 boreholes have been fully rehabilitated, while repairs on the remaining 8 boreholes are ongoing.

These interventions have already restored access to water supply in several communities and reduced hardship faced by residents. 

Plans are also underway for Phase II rehabilitation projects to further improve water access across underserved communities.

SECURITY

Security remains fundamental to peace, economic growth, and sustainable development. Recognizing the sacrifices of all security Agencies and volunteers operating across Kaga Local Government Area, this administration prioritized welfare support, operational assistance, and strengthened collaboration with all security agencies.

1. Monthly food support was provided to local security volunteers.
2. Five operational vehicles belonging to local security volunteers were overhauled and restored to service.
3. Communication gadgets and security equipment were procured to improve operational efficiency.
4. Operational support was provided to the Crack Squad Team, including servicing of operational vehicles.
5. Routine prayers and community engagements for peace, unity, and stability were supported across the Local Government Area.
6. The Local Government Fire Service vehicle was rehabilitated and restored to operation after remaining non-functional for over one year.
7. Fire service personnel were re-engaged to strengthen emergency response capacity.
8. Solar facilities at the Police Area Command and Divisional Police Unit were overhauled to restore electricity supply and improve operations.
9. Internal security coordination mechanisms were strengthened across communities to reduce cases of theft, vandalism, and other social disturbances.
10. Continuous collaboration and support were extended to military formations operating across the Local Government Area.
11. Three operational vehicles sponsored by His Excellency, Prof. Babagana Umara Zulum, Executive Governor of Borno State, were successfully facilitated and delivered to military formations within Kaga Local Government Area.

These interventions have contributed to improved operational efficiency, strengthened community confidence, and enhanced security coordination.

HEALTHCARE DELIVERY

Healthcare remains a critical pillar of our development agenda. Following extensive facility assessments conducted during the first week in office, immediate interventions were initiated to strengthen healthcare delivery and improve access to quality medical services. Major achievements include:

1. Commissioning of a newly constructed health facility in Ngamdu Ward built by the Federal Ministry of Works.
2. Upgrading the facility through the provision of drugs, equipment, and staff support.
3. Provision of delivery beds to MPHC Ngamdu.
4. Ongoing repairs of solar power systems across health facilities.
5. Continuous support for immunization campaigns through logistics and staff motivation.
6. Assessment and rehabilitation of damaged health facilities.
7. Monthly drug support to health facilities.
8. Emergency intervention during outbreaks of scabies and the local disease known as “Ririyi.”
9. Capacity building for watchmen and strengthening security measures in health facilities.
10. Establishment of regular coordination meetings with supporting partners and Primary Health Care officials.

These interventions are aimed at improving healthcare delivery, reducing pressure on vulnerable families, and ensuring better access to medical services for women, children, and rural communities.

EDUCATION AND HUMAN CAPITAL DEVELOPMENT

Education remains the foundation for long-term growth, empowerment, and social progress. several interventions were implemented to support students, teachers, and educational institutions across the Local Government Area. Achievements recorded include:

1. Scholarship and financial support to 109 students in various higher institutions, including postgraduate students.
2. Facilitation of JAMB registration for 269 students.
3. Ongoing facilitation of admission for 50 female students into Federal Government Girls College (FGGC), Monguno.
4. Cash support and provision of essential items to 96 remedial students at the College of Nursing, Monguno.
5. Support to teachers in public and Islamic schools across the Local Government Area.

These interventions are helping to reduce financial hardship on families while encouraging greater access to education, especially for young people and female students.

POLITICAL INCLUSION AND CIVIC ENGAGEMENT

This administration remains committed to promoting political participation, civic responsibility, and inclusive governance. Achievements include:

1. Facilitation of seamless APC membership registration and Voter Registration exercises.
2. Facilitation of NIN registration for over 3,500 persons to enable participation in party registration.
3. Kaga Local Government emerged among the top-performing Local Government Areas in APC membership registration statewide.
4. Support for Continuous Voter Registration (CVR) exercises to strengthen democratic participation.

These efforts have helped widen civic participation and encouraged greater public involvement in democratic processes.

HUMANITARIAN SUPPORT AND GOOD GOVERNANCE

Recognizing the economic realities faced by many families, targeted humanitarian and welfare interventions were implemented to support vulnerable groups and strengthen social inclusion. Key interventions include:

1. Support to 26 households affected by fire incidents through food items and cash assistance.
2. Facilitation of food distribution to 5,547 beneficiaries provided by the Borno State Government.
3. Facilitation of the distribution of ₦37,000,000 provided by His Excellency, Prof. Babagana Umara Zulum, to stakeholders, youth groups, women groups, Ulamas, and traditional institutions across the Local Government Area.
4. Distribution of wrappers and cash support to 260 women.
5. Continuous prioritization of staff welfare and institutional support.

SECOND QUARTER DEVELOPMENT PROJECTS

Building on the progress recorded within the first 100 days, several strategic projects will  commenced for the second quarter of the year, including:

1. Construction of 10 units of shopping complex in Mainok.
2. Rehabilitation of Mamman Abdallah PHC, Benisheikh.
3. Construction of a community office in Benisheikh.
4. Fencing and upgrade of the newly commissioned health facility in Ngamdu.
5. Phase II rehabilitation and major repairs of 11 boreholes across the Local Government Area.

These projects reflect our determination to move beyond promises and deliver tangible projects that improve livelihoods, strengthen infrastructure, stimulate economic growth, and create opportunities for our people.

…………….To the good people of Kaga Local Government Area, I sincerely thank you for your trust, patience, prayers, and continued support throughout these first 100 days in office. The journey toward rebuilding and transforming our Local Government requires collective sacrifice, understanding, unity, and sustained cooperation.

While many challenges still exist, I wish to assure every citizen that this administration remains fully committed to transparent leadership, responsible governance, and sustainable development. We are laying a solid foundation that will produce lasting results for generations to come.

The progress recorded within these first 100 days is only a glimpse of what this administration intends to achieve. By the grace of Almighty Allah, with the support of our people and collaboration of all stakeholders, we shall continue working tirelessly to justify the confidence reposed in us.

The task ahead is enormous, but our determination is even greater. With unity, prayers, patience, and collective support, Kaga Local Government Area shall continue moving toward greater peace, stability, development, and prosperity.

APPRECIATION

As we reflect on the achievements recorded within these first 100 days in office, I return all gratitude to Almighty Allah for His mercy, guidance, strength, and protection throughout this journey of service to our people.

I wish to express my profound appreciation to His Excellency, Prof. Babagana Umara Zulum, Executive Governor of Borno State, for his visionary leadership, fatherly support, unwavering encouragement, and continued commitment to grassroots development across the state. His developmental strides and leadership style continue to inspire us to remain focused on delivering meaningful governance and people-oriented projects across Kaga Local Government Area.

I also sincerely appreciate the Honourable Member representing Kaga Constituency at the Borno State House of Assembly, Hon. Mustapha Alibe Benisheikh, for his cooperation, support, and shared commitment toward the progress and development of our Local Government. My special appreciation also goes to the former Commissioner for Education, Science, Technology and Innovation, Engr. Lawan Abba Wakilbe, whose advice, guidance, and support have remained invaluable.

Furthermore, I deeply acknowledge the immense contributions and support of the APC leadership in Kaga Local Government Area, particularly the APC Chairman, Hon. Mustapha Bukar Daima, Vice Chairman Hon. Baba Mala, the Secretary of the party, Hon. Bukar Kawudimi, and all APC structures at both Local Government and ward levels for their unity, dedication, and continued support toward strengthening the party and supporting this administration.

I equally extend heartfelt appreciation to all stakeholders of Kaga Local Government Area, youth and women groups, Ulamas, traditional leaders, staff of the Local Government Council, student unions, entrepreneurs, community volunteers, and all security agencies operating within the Local Government Area for their prayers, sacrifices, cooperation, and support toward sustaining peace, unity, and development.

My appreciation also goes to my Vice Chairman, Hon. Kaka Bukar Ali Hassan, councillors, and the entire management team of the Local Government for their teamwork, dedication, and collective efforts toward ensuring the smooth implementation of government policies and programs.

Together, we shall continue to work tirelessly for a peaceful, united, prosperous, and more developed Kaga Local Government Area for present and future generations.

May Almighty Allah continue to bless Kaga Local Government Area, Borno State, and the Federal Republic of Nigeria.
