Gov. Zulum’s Formal Sector Health Contributory Scheme Yields Results as BOSCHMA Serves Nearly 5,000 Civil Servants in Third Quarter

The Borno State Government’s formal-sector contributory healthcare scheme is recording encouraging results, with approximately 5,000 civil servants accessing medical services during the third quarter of 2026.

The progress was highlighted at the Third Quarter 2026 Performance Review Meeting of the Borno State Contributory Healthcare Management Agency (BOSCHMA), held in Maiduguri on Saturday, 10 October 2026. The meeting reviewed the scheme’s performance and recognised outstanding healthcare professionals and facilities.

The initiative, championed by Governor Babagana Umara Zulum, operates through a contributory financing arrangement in which civil servants contribute 3.5 per cent of their salaries, complemented by the state government’s 6.5 per cent contribution, bringing the total to 10 per cent.

Speaking at the meeting, BOSCHMA Executive Secretary, Dr. Saleh Abba Kaza, disclosed that about 30 per cent of the enrollees had visited healthcare facilities more than twice, with feedback indicating satisfaction with the services received.

He attributed the achievements to BOSCHMA’s healthcare financing administration and the support of the Ministry of Health, Hospital Management Board and Drug Management Agency, describing their collaboration as instrumental to the scheme’s progress. He also highlighted interventions including financial support to participating facilities, electronic health records, improved power supply and measures to ensure the availability of essential medicines.

Dr. Kaza explained that the awards programme was introduced to encourage healthy competition among participating facilities and healthcare professionals, motivate excellence and ultimately improve service delivery to enrollees.

Performance presentations by the Director of Quality Assurance, Dr. Inna M. Alimi, and the Head of ICT, Mustapha Mohammed, highlighted facility performance and the benefits accruing to enrollees since the scheme commenced in January 2026.

State Specialist Hospital, Maiduguri, emerged as Best Hospital, while other awards recognised outstanding performance in medical practice, nursing, laboratory services, reception and ambassadorship.

The Executive Secretary urged enrollees to continue supporting the scheme by utilising the services provided and sharing feedback to help BOSCHMA serve them better. He encouraged them to appreciate the Borno State Government’s efforts under Governor Zulum to strengthen healthcare delivery as part of the administration’s broader recovery and development agenda.

The progress recorded so far reflects the government’s commitment to improving access to affordable healthcare for civil servants, with BOSCHMA and its partner institutions working together to translate the policy into tangible benefits for beneficiaries.
