
The Federal Ministry of Finance has instructed all Ministries, Departments, and Agencies (MDAs) to urgently submit details of their outstanding liabilities for the 2023, 2024, and 2025 fiscal years, warning that any obligation not declared within the stipulated timeframe will be treated as non-existent.
The directive was issued through a circular signed on Thursday by the Minister of State for Finance, Dr. Doris Uzoka-Anite. MDAs are required to compile their total liabilities using the prescribed Excel template provided by the ministry. Parent ministries are also to consolidate submissions from their agencies and parastatals.
Completed submissions must be forwarded to the Permanent Secretary, Cabinet Affairs Office; the Office of the Secretary to the Government of the Federation (SGF); and the Office of the Minister of State for Finance no later than 4:00 pm on Friday, January 23, 2026.

Emphasising the urgency of the exercise, Dr. Uzoka-Anite stated that any liability not received before the deadline will be regarded as non-existent. MDAs seeking clarification may contact 08033461360, 08030749372, or 09130200293.
The initiative is part of the federal government’s broader effort to reconcile outstanding obligations, strengthen fiscal discipline, and enhance transparency in public financial management.
