GOV. PROF. BABAGANA UMARA ZULUM RECEIVES HIGH-POWERED APC E-REGISTRATION AND RECONCILIATION COMMITTEE LED BY AMB. BABA AHMAD JIDDA

The Executive Governor of Borno State, Babagana Umara Zulum, received the High-Powered Committee on APC E-Registration and Reconciliation led by Ambassador Baba Ahmad Jidda, OFR, at the Presidential Lodge, Government House, Maiduguri, where the committee formally submitted its interim report.

The ceremony was attended by key party leaders and government officials, including the APC State Chairman, Hon. Bello Ayuba; two zonal deputy chairmen; Hon. Bukar Talba, Member representing Marte/Monguno/Nganzai Federal Constituency and Deputy Speaker of the Borno State House of Assembly; the Deputy Chief of Staff; and the Commissioner for Local Government and Emirate Affairs, among other party stakeholders.

Committee Chairman’s Address

Presenting the interim report, the Chairman of the Committee, Ambassador Baba Ahmad Jidda, OFR, expressed profound gratitude to Governor Zulum for the confidence reposed in him and the committee members. He commended the Governor’s visionary leadership, unwavering commitment to grassroots development, and firm belief in strengthening party institutions, which provided the moral and political support necessary for the committee’s smooth operations.

Ambassador Jidda informed the Governor that the committee swung into action on 26th January 2026, immediately reaching out to critical stakeholders, including members of the National Assembly, Ministers, and their state-level equivalents. Letters were dispatched emphasizing the importance of the e-registration exercise and calling on all leaders to ensure that every loyal APC member was duly registered.

He disclosed that the committee toured the three senatorial zones and engaged stakeholders across all 27 Local Government Areas to ensure effective coordination and mobilization. As a result of sustained engagements and strategic mobilization, the number of registered APC loyalists in Borno State increased from 216,000 to nearly 416,000 — placing the state among the top ten in nationwide APC e-registration figures.

Observations and Recommendations

The committee observed a strong nexus between APC e-registration and voter registration. It noted that many eligible party loyalists had lost their Permanent Voter Cards (PVCs) due to insurgency, fire outbreaks, floods, and other unforeseen disasters.

Other challenges identified include:
• Inadequate NIMC enrollment centers
• Poor network services in some areas
• Limited party visibility, including absence of party symbols, flags, and functional offices at ward and local government levels

The committee recommended the establishment of zonal, local government, and ward-level party offices to strengthen grassroots structures. Ambassador Jidda emphasized the committee’s commitment to fostering harmony, cohesion, and brotherhood within the party as it transitions into the reconciliation phase.

He made special mention of the Deputy Governor, Umar Usman Kadafur, for his support, as well as Hon. Engr. Satomi Ahmad (Member representing Jere LGA), the Commissioner for Local Government and Emirate Affairs, and stakeholders across Maiduguri Metropolitan Council, Biu, Kaga, Gubio, and Magumeri LGAs for their outstanding contributions.

Governor Zulum’s Response

In his response, Governor Babagana Umara Zulum commended Ambassador Jidda and his team for what he described as an excellent performance within a short period of barely two weeks. He reaffirmed his commitment to sustaining the momentum and ensuring that all recommendations in the interim report are thoroughly reviewed and implemented where necessary.

The Governor emphasized that the committee is not a one-off assignment but a standing committee with broader responsibilities. He also stressed the importance of voter education to ensure that eligible citizens are not disenfranchised, urging the incorporation of mass mobilization strategies to ensure inclusivity.

Governor Zulum assured the committee of his full support at all times and pledged to reward local governments that recorded outstanding registration figures to encourage healthy competition and greater participation.
