The Federal Government has approved a significant increase in allowances and welfare benefits for civil servants, alongside the introduction of a new exit benefit scheme aimed at improving financial security and morale across the public sector.
The announcement was made on Friday in Abuja by the Head of the Civil Service of the Federation, Didi Walson-Jack, following the approval of the reforms by the Federal Executive Council (FEC). The move is part of broader efforts to enhance the take-home pay of government workers amid rising living costs in Nigeria.
Allowance Increase for Civil Servants
According to Walson-Jack, the revised structure affects employees under the Consolidated Public Service Salary Structure (CONPSS) and the Consolidated Research and Allied Institutions Salary Structure (CONRAISS). The adjustment ensures that both junior and senior officers benefit from improved earnings.
She explained that peculiar allowances have been restructured across all grade levels, leading to a noticeable boost in monthly income. Key allowances reviewed include:
Duty Tour Allowance (DTA)
Estacode
Book allowance
Other benefits captured under the Public Service Rules
A standout feature of the reform is the approval of 100% Duty Tour Allowance for civil servants attending official training programmes, regardless of whether travel is required.
“Even if you are based in Abuja and attend training within Abuja, you are entitled to full DTA,” Walson-Jack stated.
Introduction of New Exit Benefit Scheme
In a major policy shift, the Federal Government also approved a new exit benefit scheme for retiring civil servants under the Contributory Pension Scheme.
Under the new arrangement, retirees will receive 100% of their total annual emoluments as an exit package, in addition to their pension benefits. The scheme takes effect from January 1, 2026.
Walson-Jack described the initiative as a critical step toward ensuring dignity and financial stability for retirees.
“No public servant should leave service without adequate financial support,” she emphasized.
Employee Compensation Scheme Operationalized
The government also confirmed the full implementation of the Employee Compensation Scheme, designed to provide financial protection for workers who suffer job-related injuries, disabilities, or death while in service.
This measure is expected to strengthen workplace safety nets and boost confidence among public servants.
Impact on Nigeria’s Public Sector
The reforms come amid sustained pressure from labour unions demanding improved welfare for workers facing economic hardship and inflation.
Analysts believe the combined measures will:
Improve the standard of living for civil servants
Boost productivity and efficiency in the public sector
Enhance retirement security
Strengthen workforce morale
The Federal Government’s decision to increase allowances and introduce a comprehensive exit benefit scheme marks a significant step in Nigeria’s public service reform efforts. With implementation set to begin in 2026, civil servants can expect improved financial stability both during and after their years of service.
These developments position the government as responsive to workers’ demands while aiming to build a more efficient and motivated public workforce.
