As political activities gradually build toward the 2027 general elections, Borno State has become a focal point of intense permutations within the All Progressives Congress (APC), with stakeholders closely watching who will emerge as the party’s governorship candidate.
With the Independent National Electoral Commission (INEC) timetable guiding preparations, consultations and alignments have deepened across the state’s three senatorial zones—Borno Central, Borno North, and Borno South.
Key Contenders Emerge
Several high-profile political figures have been linked to the APC ticket. Among them are:
Sen Kaka Shehu Lawan, Senator Representing Borno Central in the Senate, Sen Muhammad Tahir Monguno Senator Representing Borno North, Hon
Abubakar Kyari, a former Senator and the current Minister of Agriculture, Sen Babakaka Bashir Garbai, Hon Ali Bukar Dalori, Adamu Lawan Zaufanjinba, Engr Ibrahim Abba Executive Director of NPA.
Others mentioned in political circles include technocrats and former members of the dissolved state executive council, such as Engr Mustapha Gubio, Engr Lawan Abba Wakilbe, Hon Babagana Malumbe, Hon Sugun Mai Mele, the SSG Hon Abubakar Tijjani, Engr Adam Bababe among others.
Power Blocs and Strategic Alignments
Political observers note that the contest appears to be shaped by two dominant influence blocs—those aligned with Vice President Kashim Shettima and those believed to be close to the incumbent governor, Babagana Zulum.
Sources suggest that Vice President Shettima is favorably disposed toward candidates such as Kaka Shehu Lawan, Abubakar Kyari, and Adamu Lawan Zaufanjinba. Kyari, in particular, was widely viewed as a strong contender, reportedly enjoying additional support from Oluremi Tinubu. However, his continued role in the federal cabinet has raised questions about his immediate political viability.
On the other hand, Governor Zulum is believed to be weighing options among emerging technocrats and loyalists, with Mustapha Gubio frequently mentioned in political discussions. However, no official endorsement has been made.
Zoning Debate Gains Momentum
A recurring issue in the succession debate is the agitation for power rotation. Since Nigeria’s return to democratic rule in 1999, all elected governors of Borno State have emerged from Borno Central, a trend that has fueled calls for a shift to Borno North.
Stakeholders from the northern zone argue that equity and inclusiveness demand that the next governor should come from their region. This sentiment could influence the chances of candidates like Muhammad Tahir Monguno or Mustapha Gubio and others from the Zone.
Influence of Political Veterans
The role of party elders and political heavyweights also remains significant.
Former governor Ali Modu Sheriff is reported to be backing Babakaka Bashir Garbai, adding another layer of complexity to the race.
Uncertainty Over Final Candidate
Despite the growing list of aspirants, analysts caution that the eventual APC candidate may not necessarily be among the most visible names. Some insiders hint at the possibility of a consensus candidate emerging—potentially a technocrat with limited political exposure but strong administrative credentials.

As consultations continue behind closed doors, party members and residents alike are watching closely for signals from key power brokers. The eventual decision will likely reflect a balance between political loyalty, zoning considerations, and electability.
